How Companies Boost Their Offers in Public Tenders

Companies often rely on the capacities of other entities in order to boost their offers in public tenders.
Our colleagues analyzed the implementation of the European legislation in Romania in this matter, the possible discrepancies with the national legislation and explained the main aspects bidders have to focus on when relying on the capacities of other entities.
Thus, in light of the latest decisions of the Court of Justice of the European Union, the role of entities supporting bidders has shifted to one closer to the subcontractors in what concerns the performance of the public agreement and their liability therefor.
