How And When Employees/Former Employees Can Access Online Data from The General Register Of Employees (Revisal)

On September 26, Government Decision no. 1.164/2022 on the approval of the Procedure for online access by employees or former employees to the data in the general register of employees, the method of generating and downloading the extract, and the conditions under which the extract can prove work or specialization seniority was published in the Official Gazette (GD no. 1.164/2022).
What data can be accessed in REVISAL
- Employees/former employees will have access to their own data in REVISAL on the work carried out under their individual employment agreement(s).
- Access will be limited to viewing, downloading and printing such data, as well as generating online and downloading an extract from REVISAL.
- For proving work or specialization seniority, the extract generated online from REVISAL has to be assumed by the employer by means of a handwritten signature or, where appropriate, a qualified electronic signature, attesting to the activity carried out, the duration of the activity, the salary, work or specialization seniority, according to the documents held by the employer.
How employees/former employees can access their data in REVISAL
- Employees/former employees will have online access to REVISAL by username and password.
- The user name and password will be obtained by the employee/former employee or by a proxy either from the territorial labor inspectorate in whose territorial area the employer is established or domiciled, or from the territorial labor inspectorate in whose territorial area the employee/former employee is domiciled if the employer’s headquarters was/is in a different locality from the employee’s/former employee’s locality of domicile.
- The username and password can also be obtained by e-mail sent to the aforementioned territorial labor inspectorates provided that the employee/former employee has a qualified electronic signature.
- In order to obtain the user name and password each employee will have to provide: (i) the written request according to the pre-established template approved by GD no. 1.164/2022, (ii) the identity card of the employee/former employee and (iii) the special power of attorney for the cases where a proxy makes the request.
When the employees/former employees can access their data online in REVISAL
- Employees/former employees can access their data online in REVISAL as of December 31, 2024, the date on which GD no. 1.164/2022 on the approval of the Procedure for online access by employees or former employees to the data in the general register of employees, the method of generating and downloading the extract, and the conditions under which the extract can prove work or specialization seniority becomes effective.
How employees/former employees can obtain an extract from REVISAL before GD 1.164/2022 becomes effective
- Employees/former employees can obtain an extract from REVISAL upon written request to the territorial labor inspectorates, which are obliged to issue the extract within a maximum of 15 days from the date of registration of the request.
- The extract from REVISAL will be issued by the territorial labor inspectorates for a fee of lei 20/document, which is the fee regulated by the Order of the Minister of Labor, Family, Social Protection and the Elderly no. 826/2014 approving the Regulations on fees for the payment of services rendered in the fields of activity of the Labor Inspectorate, concerning the issuance of certificates with information extracted from the database organized at the level of the Labor Inspectorate.
