Dragoş Zamfir

Dragoș Zamfir is a litigation lawyer with remarkable expertise in civil, commercial and administrative law. He is primarily involved in disputes in the field of construction and road infrastructure (both litigation and arbitration), including disputes arising from the performance of FIDIC-type works contracts or disputes concerning extensions of time to which Contractors are entitled due to risk events attributable to the Employer and/or the recovery of amounts (including additional costs) owed by the Beneficiary as a result of contractual or additional works carried out by the Contractor. In national construction and infrastructure litigation and arbitration, Dragoș assists both contracting authorities (Beneficiaries) and Contractors.
Dragoș also has extensive experience in disputes in the energy and sanitation sectors. In recent years, he has successfully handled projects involving, on the one hand, the transfer of green certificates between renewable energy producers and suppliers and, on the other hand, the defense of the rights of major local sanitation operators against abusive contractual conduct by public authorities in the performance of concession agreements.
Dragoș’s expertise also includes insolvency litigation, as well as projects related to debt recovery within enforcement proceedings (including matters related to enforcement procedures).
